Close inspection shows the 3 wasn't an 8 changed as a prank, the 3 is as old as the sign itself. The other half of the sign has been pasted over enough times to suggest that at the very least it predates 9/11/01, because you can see where it temporarily said "To Canal Street, all times" while the WTC portion of Chambers was shut down.
